FRANK ALMOND PALTROW, JR.
HIGHLAND SPRINGS RESIDENT, ARMY
Born 1 September 1938 in San Francisco, CA. Graduated from USMA with the class of 1960. Served in artillery units in Germany and Vietnam. Attended graduate school at Stanford University and was an Assistant Professor in the Department of Social Sciences at West Point and coach of the Army baseball team (above left). Had duty with the NATO Military Committee in Brussels, Belgium, then as student at the Army Command and General Staff College at Fort Leavenworth, KS, and then Chief Planner, Military Equipment Delivery Team in Cambodia. Was the S-3 (Operations) of the 9th Infantry Division Artillery, then commander of the 3-34 Field Artillery at Fort Lewis, WA. Was a Staff Officer at the Army Military Personnel Center, then attended the National War College. This was followed by duty in the Office of the Assistant Secretary of Defense for International Security Affairs, then command of the 3d Basic Training Brigade at Fort Leonard Wood, MO. Was then selected for a Senior Fellowship in the Center for International Affairs at Harvard University. Next was a tour of duty in the Office of the Deputy Chief of Staff for Operations and Plans, HQDA. Was the Chief of Staff of the Multinational Force and Observers in the Sinai (above center) and promoted to Brigadier General. Then was the Joint Chiefs of Staff Representative to the U.S. Arms Control Delegation in Geneva, CH for the Intermediate Range Nuclear Forces Treaty with the U.S.S.R. (above right with President G.H. W. Bush). Final assignment was Director of Estimates for the Defense Intelligence Agency. Personal awards include the Defense Distinguished Service Medal, National Intelligence Medal of Achievement, Defense Superior Service Medal, Legion of Merit, Bronze Star Medal (2), Defense Meritorious Service Medal, Meritorious Service Medal (4), Air Medal, and the Army Commendation Medal (3). Authorized to wear the Ranger Tab, Parachutist Badge, Army General Staff ID Badge, Joint Chiefs of Staff ID Badge, and the Secretary of Defense ID Badge.
